Universities will be able to create scientific-technological spin-offs

The mechanisms are being simplified so that universities and research centers can create science- and technology-based companies and commercialize their developments.

Researchers will be able to participate in these companies

Participation is permitted when the institution holds an interest in the spin-off, or when the spin-off uses intellectual or industrial property transferred from the institution.

A National Knowledge Repository is created

Public and free of charge, and built on Open Science principles, it will bring together the scientific and technological knowledge generated in the country. It will gather records of publicly funded projects, scientific and technological publications, and IP rights registrations.

Technology transfer becomes an essential function of higher education institutions, with a duty to promote it borne by both the institutions and the State.
